Designed to develop a national energy perspective from within the National Association of Regulatory Utility Commissioners (NARUC), this is the first nationwide survey specifically focused on energy and the immediate challenges facing the energy industry.

While the majority of Commissions recognize the key role the energy industry is expected to play in reducing carbon emissions, their overwhelming concern is the need to increase generation capacity and add new transmission, the survey finds.

Yet, without federal climate change legislation as a foundation, the industry and the regulators will continue to struggle with fundamental generation decisions opting to delay where possible, but pursuing less risky options like natural gas, even nuclear energy in some cases, where reliability concerns force action.

Survey questions were developed with input from NARUC executive staff and commissioners in California, Colorado, North Carolina, New Jersey and Pennsylvania. The survey was conducted between December 4, 2007, and February 15, 2008, with 41 states and the District of Columbia (83 percent) participating.
